Imagine Asia as Europe 100 years ago. Industrial growth throughout Asia today resembles that in Europe in the late 19th Century and early 20th Century, In Europe, industrialization was ushering in urbanization, population shifts, the rise of a middle class, new technologies, great wealth to a minority, the isolation of many, new political ideas and movements; and new fervent nationalism. With a lack of institutions and absence of cultural and technical interchange among European nations, this nationalism went unchecked. The result was two massive World Wars which claimed 60 million deaths from 1916 to 1945.
There is a chance that this could happen in Asia in the 21st Century ……. but the death toll would be in the hundreds of millions. Catastrophe is a real scenario for parts of Asia and that is why we founded Blueprint Asia to deflect fervent nationalism, counter competition for resources, assure non aggression and promote a continental currency to assure financial stability and monetary independence.
Don’t we in Asia deserve the same institutions that bind Europe together today. Of course we do. And several organizations in Asia are moving in this direction. We strongly encourage their expansion.
ASEAN is the template for an economically unified Asia. Currently with 10 members, it should be encouraged to expand to 52 nations. The same for the SCO (The Shanghai Cooperation Organization) as the template for an expanded All-Asia 52 nation security pact similar to NATO. Throw in the NATO core principle that "an attack on one member is an attack on all" to affirm that small Asia nations deserve the same communal protection as their smaller European counterparts. Finally, the creation of an elected All-Asia Parliament would parallel the European Parliament; and Permanent Mission status at the United Nations would parallel the status currently granted to the European Community.
Our strategy is simple. Create right now the institutions Asia needs to avoid the mistakes in Europe 100 ears ago. We cannot wait for these institutions to "evolve" within the government sector. That may take decades. Consequently, we decided to create and operate these critical institutions in the private sector now; and hand them over to governments after an embryonic period of 5-8 years.
So Blueprint Asia has created 5 essential institutions. They are virtual institutions for now but it’s better than nothing. We merrily plant the seeds for Asia to nurture and husband to maturity.
We seek to create a virtual All-Asia Parliament and administrative Secretariat. The 52 countries will be asked to nominate 2 persons each until democratic elections can be held in 2008 or later.
We drafted a Declaration of Intra-Dependence to assure peace, harmony, and stability for the next 60 years among the 52 countries of Asia.
We initiate a joint lockdown – joint deployment nuclear policy (JL-JD) and a continental nuclear fuel bank to supply all nuclear power plant requirements. We unilaterally recommend the NATO core doctrine ……. "an attack on one Asian county by a foreign country is an attack on all Asian countries"
To hasten the development of the Asian Common Currency Unit (ACU) We will issue a M1 common small transaction currency to bind the financial fortunes of Asia. The notes are for small cash transactions only. See details and note specimens elsewhere in the site..
We encourage mechanisms to integrate the development policies and investment strategies of Asia under an "Asia 1st" approach. All energy, mining, and resource projects in the future would be open to only Asian investors and investment institutions on a first refusal basis. The same terms that are the cornerstone in NAFTA. (the North American Free Trade Agreement.)

Peace and stability - Declaration of Intra-Dependence
In a display of humility and Continental solidarity, the 52 nations of Continental Asia and Oceania would sign a Declaration of Intra-Dependence based on a 60 year non-aggression pact. The Declaration is an admission that no nation has all the ingredients to dominate Asia and that collectively there is a better chance to better people’s lives through cooperation and harmony. The combined military budgets of the 52 countries ($340 Billion per year) could be reduced by 30% -50% now that they have only 40,000 km of coastline and boarder to defend rather than 460,000 km that are now defended with the present political map. This is the key step to attract much more tourism and foreign investment to Asia and stimulate sustainable prosperity.

If this is Asia’s Century, it is not going to happen with the Dollar as the global store of value, medium of exchange, and trade settlement currency. Just as the Dollar overtook the British Pound in the early, 20th Century; some type of ACU will replace the Dollar in the 21st Century. To give this development momentum, we propose to issue an M1 small cash transaction currency called the ASIS. We believe the US national debt is so large ($11 Trillion) and the current account balance so negative (MINUS --- $830 Billion Dollars !!!) that the US has technically no intention of ever paying off this debt. These stats are signs of a non-sustainable economy and a nation ready to "retire" and have the whole World give it a perpetual pension. Need goods? Just print another $500 Billion in Treasury Bonds. The US wants to use its power to tax, military might, and ability to instill doubt, tension, and fear in the World to Teflon the Dollar as a perpetual safe haven for investors.

We take the position that every country in Asia has the right to develop nuclear energy capability and nuclear weapons capability. It stems from the "right to bear arms" entrenched in some Western constitutions. Asia has about 120 nuclear power plants under design or construction. All need technology, fuel, and disposal sites for spent rods; so Continental rationalization makes sense. Why re-invent the centrifuge. This policy appeases Western concerns about proliferation.
A Joint Lock-Down Joint Deployment - No aggression pact
It is conceivable that Iran, Saudi Arabia, Indonesia, and North Korea (confirmed) will develop nuclear weapons. We respect this as their sovereign right. Having them is one issue; using them is another. Test once: Congratulations you are in the nuclear club. Test twice: You are dead meat; as every fellow club-member will have a plan to vaporize you in 3 hours. Our plan is to set up a mechanism to discourage nuclear weapons development. As part of a continental non aggression treaty, (# 1 above) each nuclear country in Asia must surrender some partial sovereignty over their nuclear inventory under a Joint Lock-down-Joint Deployment policy. Consequently, there is no incentive to establish a nuclear weapons arsenal. Under an Asian security umbrella and the JL-JD program, all club members including Israel would be secure from nuclear attack. This will allow the US to take its forces out of Asia, and real negotiations can begin with terrorist groups to halt their campaign against America.
A democratically elected All Asia Parliament Virtual elections
We intend to elect an All Asia Parliament in 2008 via the Internet and mobile phones. We will try to register 800,000,000 voters on line and develop the voting procedures to elect 250 – 300 Representatives from candidates in all 52 States. No thousands of door to door enumerators, scrutinizers, polling stations, ballots, ballot boxes, security personnel, counters, and observers to hire, train, and pay. The Parliament will work virtually except for an annual 2 week meeting in Delhi. This democratic process would allow America to claim victory that they had succeeded in bringing democracy not only to Iraq but to the entire Middle East and to all of Asia. A great feather in their cap and a legacy to Presidents …. both now and in the future. Then they can go home and Asian can live in calm; free from tension and fear. We can orchestrate all this at Blueprint Asia !!!
Tourism incentives - Continental policy
We propose a single fee, 4 month tourists and business Visa to stimulate tourism in all parts of Asia. One Visa; One fee; 52 countries; 4 months. Applied for and issued on-line.
Status as a Permanent Mission in the UN - Equal status with the EU
UN Permanent status would give the All Asia Accord and Asian Parliament credibility. It signals that the UN endorses the development of a unified Asia. (not necessarily a united Asia).

How to handle political eccentrics.
One of the challenges in Asia is how to manage eccentric leadership. What is dangerous about today’s World is that here are too many people wandering around this planet with too much money in their pockets; too much time on their hands; and too much revenge in their hearts. What you want to do is keep under the radar of these people. Let organizations like ours confront these eccentrics and come to a resolution. There are political, religious, and cultural eccentrics today in America, North Korea, Myanmar, Afghanistan, Lebanon, Israel, and Palestine.

Before we develop a future Asian Parliament, we plan to organize the "Council of Asian Patriarchs" …. an informal group of leaders from major economies in Asia that have demonstrated their respect for culture, language, faith and borders. Men like Hu, Singh, Putin, Roh, Abe, and Amedinijad (2006). They would spend 2-3 hours in a bi-monthly conference call to discuss major political issues around Asia. A resource group for leaders with domestic turmoil. Example Thailand in 2006, Myanmar in 2007. Israel and Lebanon in 2006, Pakistan in 2008.

Is a Nuclear free Korean Peninsula an honorable goal?
Just who has weapons on the Korean peninsula and how many?
With 36,000 American troops in South Korea and another 50,000 in Japan who can believe there are no US nuclear weapons there?

The right to own guns (weapons) is a protected right under the American Constitution. Don't other sovereign nations have an equal right to develop nuclear weapons? Rules for using them is the real issue.

To protect the paper assets of Asian countries who hold Dollars in their Foreign Reserve accounts either in their home Central Bank or in a fiduciary account in a financial institution in the West, Blueprint Asia proposes to establish an organization we call the "Organization of Dollar Creditor Nations" - ODCN
Proposed Membership: China, Japan, Saudi Arabia, Russia, and other Asian nations who hold dollar reserves in excess of 20% of their total foreign currency reserves.
ODCN Goals:
Collateralize the debt. Get special treatment in exchange for buying US Treasuries Bonds.
a) ½ percent interest premium. Half point premium.
b) US gold, silver, uranium, and platinum reserves as collateral.
c) US assets on Asian soil as collateral in case of default or the dollar falling to less then 80% of the Dollar exchange on the date the Bonds were issued. Assets such as embassies, US government property, military bases and equipment, American International Schools, American university campuses abroad, US factories, mines, real estate, development properties, corporate assets, oil and gas concessions, banks, inventories, equipment, homes, etc.
Insist that ODCN members take possession of all commodity and paper reserve assets rather than store them abroad.
Verify the authenticity of each document and test all commodity assets. Test each gold or platinum bar or silver ingot. Test all cash notes; usually $100 dollar bills ……. The most counterfeited currency in the World.
Initiate class action law suits against countries whose currency or documents turn out to be counterfeit.

Why is BlueprintAsia concerned?
Because American taxpayers owe the Asian people more than 2.5 Trillion Dollars and we want to secure our asset. 3 Trillion represents $7,576 for every American citizen, spouse, parent, grand-parent, child, grand-child, baby, homeless person, prisoner, and soldier either resident in America or living abroad. $2,500,000,000,000 divided by 330,000,000 people.
For every income earner / taxpayer the figure is $49,444. In simple English:

We, the Heads of Government of the 3,800,000,000 citizens of Asia proclaim:

We, the 52 States of Continental Asia, agree to a 60 year mutual non-aggression pact based on the national boundaries in place on May 1, 2008. We seek a unified Asia; not a united Asia.
We agree that all major-project, energy, and resource contracts entered into by public and private firms in our jurisdictions may quote and receive settlement payments in their own currencies as well as Dollars, Euros, RMB, Yen, Rubles, or Rupees. Software will also be developed for all exporting firms, trading companies, and on-line B2B sourcing sites within our jurisdictions to quote prices in a basket of currencies.
We agree to the development of an Asian Common Currency to contribute to the stability of a global tri-currency financial market.
In the interim, we encourage use of the ASIS as a small cash transaction currency in a temporary trial prior to the introduction of a common currency.
We agree to collateralize the foreign reserves held in our respective Central Banks in order to protect their value. Specifically we will unilaterally return to the Gold Standard and value all foreign government Bonds at $800 equal to 1 ounce of 9999 pure gold; or equivalent assets.
We agree to a 1 year amnesty period for all citizens to exchange possible illegally obtained "mattress money" into a domestic currency. Our auditors will identify any counterfeit currency, counterfeit stock or bond certificates, or financial instruments and take collective action to recover the original value on behalf of our citizens.
We agree to contribute 1 Euro equivalent per capita every 5 years into an Asian Research Fund to conduct studies to harmonize the policies, programs, capital expenditure budgets and research within all 52 States in the areas of trade and commerce, taxation, duties, cargo and air traffic; truck and rail transport; shipping, pipelines; energy and resource exploration, extraction, refining, and distribution; health care and delivery; education; internet, mobile, cable, and satellite communications; agriculture, forestry and mining assets; pollution controls; immigration; and urban design.
We agree to create a 600,000 man Continental Peace-Keeping and Disaster Relief Force with ground, naval and air personnel to protect our boarders; plus 4 integrated Joint Nuclear Commands to defend all sides of our continental land mass and our 3,800,000,000 citizens. The Peace Keeping Force will be multi-national and represent up to 20% of our collective national forces by 2015.
A Northern Nuclear Defense Command: Russia, China, Japan, and the Korea's;
An Eastern Nuclear Defense Command: Japan, China, Indonesia and Australia;
A Southern Nuclear Defense Command: Australia, China, India and Pakistan;
A Western Nuclear Defense Command: Israel, Iran, India and Russia.
We declare a Continental Holiday to commemorate this unification. The holiday, to be celebrated on May 1 commencing in 2008, will be called the "Day of Supreme Harmony"
